Service monitoring and process monitoring can easily be performed using the Sentry-go Quick Service & Process Monitor. With it you monitor your Windows services and ensure they continue to run; if not, they can be automatically restarted.

Likewise, using the Process monitor option, you can check that key Windows process processes such as anti-virus software is running, and other software, such as unauthorised Setup applications are not.
